		<description>In our market based economy, the purchase of RECs and Carbon Offsets create a significant impact in the development of clean energy projects.  When developers see consumers and businesses making the commitment to purchase clean energy, it sends them the signal that making the investment in clean, renewable technologies is worth the extra capital required. 

As consumers become more savvy and focus on purchasing products manufactured and serviced with clean power,  market will respond even faster and we can expect more development of clean technologies.

We as consumers need to acknowledge that every time we make a purchase we are sending the market signals.   Our purchasing power is a double edged sword; buying cheap, non-renewable energy, tells investors, utility providers, and developers that cheap energy is more important than a healthy environment.  

On the contrary, when we make the commitment to green power, we send the message that we want clean, renewable projects to power our lives and economy.</description>

Obviously, this possible shifting of target dates is something that Boulderites who are interested in climate change issues should keep a close eye on. If anyone knows or finds out more about this, I encourage you to speak up here or in our Forum. This definitely warrants public discussion

Again, there will be a City Council study session on April 8 where Environmental Affairs will submit recommendations on this and other matters concerning Climate Smart. Study sessions generally aren't open for public comment, but they are open to the public, and it would be an opportunity to learn more details.

We will be following this closely.

		<description>I, too, am concerned about abandoning the Kyoto goal.  We worked hard to get 202 passed at the ballot box with promise that we would strive to meet the UN goals.

1.  If we are abandoning Kyoto, let's come right out and say it rather than couching it in obfuscatory language like "we're looking to longer time horizons".

2.  Give the climate activists in the city every chance to keep us on track before the ClimateSmart office makes this unilateral decision.
